Sri Lanka to Launch Direct PayPal Receiving Service from May 15

Sri Lanka is set to enable direct PayPal money receiving services from May 15, marking a major milestone in the country’s digital payments and online business ecosystem.

The development is expected to allow freelancers, exporters, and digital entrepreneurs to receive international payments directly into Sri Lankan bank accounts through PayPal for the first time. 


A Long-Awaited Digital Breakthrough

For years, Sri Lankan users were limited to sending payments through PayPal, while the ability to receive funds remained unavailable locally.

This restriction created significant challenges for freelancers, IT professionals, online sellers, and digital service providers, many of whom relied on unofficial workarounds or overseas intermediaries to access international payments. 

The new rollout is expected to remove many of these barriers, enabling businesses and individuals to operate through a regulated and formal payment channel.


Government and Central Bank Involvement

The launch follows months of discussions involving the Ministry of Digital Economy, the Central Bank of Sri Lanka, and local financial institutions aimed at resolving technical and regulatory obstacles. 

According to reports, several local banks have already been appointed as agents ahead of the rollout, with the initial phase expected to focus primarily on inward business-related payments and exporter transactions. 

The system will reportedly operate under Central Bank oversight, ensuring that transactions remain compliant with financial regulations and foreign exchange requirements. 


Boost for Freelancers and Digital Businesses

The introduction of direct PayPal receiving services is expected to provide a major boost to Sri Lanka’s growing digital economy.

Freelancers, software developers, designers, e-commerce sellers, and other online entrepreneurs will gain easier access to global clients and international marketplaces.

Industry observers believe the move could also help increase official foreign exchange inflows by encouraging more digital earnings to pass through formal banking channels. 


A Shift Toward Digital Financial Integration

The PayPal rollout reflects Sri Lanka’s broader push toward digital transformation and modern financial infrastructure.

Recent years have seen increased focus on fintech adoption, digital payment systems, and cross-border financial connectivity, including initiatives such as GovPay and regional digital payment integrations. 

The introduction of inbound PayPal functionality is widely viewed as one of the most significant upgrades to Sri Lanka’s digital commerce ecosystem in over a decade.


Outlook

While the initial rollout is expected to begin with inward payments, further expansion of PayPal services in Sri Lanka could open additional opportunities for digital trade, remote work, and online entrepreneurship.

For thousands of Sri Lankan freelancers and online businesses, the launch represents more than a new payment option — it signals a long-awaited step toward deeper integration with the global digital economy.
