Sri Lanka Moves Forward with Kelani Valley Railway Extension to Ratnapura

🚆 Introduction

Sri Lanka has taken a significant step toward strengthening its railway network, with the government awarding a consultancy contract to extend the Kelani Valley Railway Line from Avissawella to Ratnapura.

This project is expected to enhance regional connectivity and support long-term economic development in the country’s interior regions.


📊 Consultancy Contract Approved

The Cabinet of Ministers has approved a consultancy contract worth Rs. 356.22 million (excluding taxes) for the project.

The contract has been awarded to Resources Development Consultants (Pvt) Ltd, following a competitive procurement process involving multiple bidders. 

The consultancy will focus on:

  • Conducting a feasibility study
  • Preparing detailed technical plans
  • Evaluating the viability of the railway extension

🔍 Competitive Selection Process

The selection process was carried out under the National Competitive Procurement Procedure, attracting eight bidders.

After evaluating technical proposals, four institutions were shortlisted, and their financial proposals were reviewed before the final recommendation was made. 

The final decision was based on the recommendation of the Consultant Procurement Committee.


🛤️ Expanding the Kelani Valley Line

Currently, the Kelani Valley railway line runs from Colombo to Avissawella, serving a large number of daily commuters. 

The proposed extension to Ratnapura aims to:

  • Improve transport access to the Sabaragamuwa region
  • Reduce travel time and road congestion
  • Boost tourism and trade opportunities
  • Enhance connectivity between urban and rural areas
